2026 BDC Submits 10 Recommendations for Hong Kong's First Five-Year Plan

To better align with the nation's 15th Five-Year Plan, the Hong Kong SAR Government launched a public consultation in mid-June 2026 on the preparation of Hong Kong's first Five-Year Plan. Through multiple channels, the Hong Kong Brand Development Council put forward a series of proposals under the theme of “Developing the Brand Economy and Enhancing Hong Kong as an International Brand Hub”:
- Step up efforts to encourage the industry especially SMEs to create and promote brands, and build a more comprehensive support and service system for local brands.
- Restart the “Brand Hong Kong” image project by comprehensively updating the positioning, core values, visual identity and promotional strategy of “Brand Hong Kong” to highlight Hong Kong’s integrated strengths as an international innovation and technology centre, a supply chain management centre, and a city of cultural diversity.
- Organise landmark brand promotion events regularly in overseas and Mainland cities to raise the awareness of Hong Kong brands.
- Set up permanent “Hong Kong Market” sections on well-known e-commerce platforms in the Mainland and overseas, bringing together local original brand products that have obtained “Hong Kong Brand” qualification recognition, so as to assist Hong Kong businesses especially SMEs to establish regular online shopping and promotional channels.
- Adopt “Hong Kong Brand First” elements in the procurement policies of the public sector and government-funded projects, and encourage SMEs and start-ups to participate in government procurements.
- Promote the valuation and trading of intangible cultural heritage IP, especially cultural IP with Chinese cultural value, and facilitate their commercial cooperation with brands.
- Establish geographical brand trademark for business sectors in Hong Kong with distinctive advantages, such as Hong Kong mooncake and Hong Kong-style cafe, and proactively carry out rights protection activities in overseas markets.
- Introduce targeted incentive measures to attract international brands and Mainland brands to set up Asia-Pacific headquarters, regional distribution centres, high-end logistics and maintenance service centres, and small-batch production bases in Hong Kong, thereby strengthening Hong Kong’s function as a supply chain management center for international brands.
- Promote Hong Kong as the primary hub for mainland brands to “go global” by facilitating the connection between local brand-related services and “national brands” and by encouraging Hong Kong industry players to form strategy alliances with mainland enterprises.
- Advocate the “Brand Greater Bay Vision,” and regularly publish a “Greater Bay Area Brand Competitiveness Index” to step up the international influence of regional brands.
